The GBAO permit will also be required at border crossings if you are arriving from Kyrgyzstan and Afghanistan.

What documents do I need to cross the border Kyrgyzstan Tajikistan?

If you wish to enter Tajikistan via the Kyzyl Art border crossing, a GBAO permit is required. Indeed, this border area with Kyrgyzstan already belongs to Gorno-Badakshan.
